In August 2005, the Louisiana Army National Guard suffered damage or total loss of their facilities throughout southern Louisiana due to Hurricane Katrina and the levee failures. The state initiated an aggressive fast-track program awarding 14 design-build contracts to replace operations and training centers for the affected National Guard units. This initiative represented the largest public works program in the history of the National Guard. The AASF design-build team undertook the challenge of this multi-building, multi-disciplinary project of great civic importance in the wake of Hurricane Katrina. An immediate effect of the hurricane and the levee failures on the local construction community was the destruction and dispersal of vital assets. Contractors faced equipment loss, material shortages and a reduced skilled labor pool. All team members dealt with damage to their facilities and personnel losses. Effective teamwork was essential to allow the design and build team members move forward on this new project while also maintaining commitments to other important recovery efforts.On site, Broadmoor’s design-build team dealt with a daunting completion schedule, coordination with separate designers and builders installing new infrastructure and the region-wide shortages affecting all trades.
